CHAPTER ONE

Purpose, Scope, and Legal Basis

Purpose

Article 1 –(1) The purpose of this Directive is to ensure the regular and effective operation of the Education, Assessment, and the Bologna Commission to ensure its regular and effective operation, and to regulate the principles regarding issues submitted by relevant units that require discussion within the Commission in terms of legislation and academic practices.

Scope

Article 2 –(1) This Directive covers the composition, operation, working principles, and duties of the Education, Assessment, and Bologna Commission at Konya Food and Agriculture University.

Legal Basis

Article 3 –(1) This Directive has been prepared in accordance with the Higher Education Law No. 2547 and the KGTU Regulations on Associate’s, Bachelor’s, and Graduate Education, Teaching, and Examinations.

Structure and Operating Principles of the Commission

Structure of the Commission

Article 4 –(1) The Education, Assessment, and Bologna Commission consists of the vice president for education and teaching as chair, at least one member representing each academic unit, and the director of the Office of Student Affairs.

Operating Principles

Article 5

(1) The operating principles of the Education, Assessment, and Bologna Commission are as follows:

a) The Education, Assessment, and Bologna Commission serves as an advisory body to the Senate and the Rector.

b) It may establish subcommittees as deemed necessary.

c) During the discussion of items on its agenda, the Commission shall, if necessary, hear the views and recommendations of the relevant academic unit head and other staff.

d) The Commission reviews and evaluates the items on its agenda in light of relevant legislation and academic principles and practices, and submits the decisions reached to the Senate.

e) The Committee returns files deemed inappropriate or incomplete to the relevant unit, along with the reasons, for reevaluation and revision, and then reviews the revised proposals by adding them back to its agenda.

f) When necessary, the Commission collaborates with and exchanges ideas with the education and teaching commissions of other universities.

g) The Commission may make recommendations aimed at improving education and teaching at the university.

h) The Commission convenes with a simple majority and makes decisions by majority vote. In the event of a tie, the chair’s vote is decisive.

Duties of the Committee

Article 6 - (1) The duties of the Education, Assessment, and Bologna Commission cover the following matters:

a) To conduct the necessary review of proposals regarding the establishment, closure, or merger of academic units (faculties, institutes, colleges, departments, programs, sub-disciplines, disciplines, research and application centers, etc.) and to submit its opinion to the Senate.

b) To review proposal files for the establishment of new departments, sub-disciplines, and associate’s, bachelor’s, and graduate programs, and to submit its opinion to the Senate.

c) To evaluate proposals regarding the educational and instructional programs and curricula of academic units; to review proposals for opening new courses, closing existing courses, and changes to course names, codes, content, ECTS credits, and similar matters, as well as proposals for curriculum development, updates, and revisions, and to submit its opinion to the Senate.

ç) To provide opinions on legal regulations (regulations, guidelines, principles, and standards, etc.) related to the University’s education and teaching.

d) To review drafts of regulations, guidelines, or procedures and principles prepared by academic units regarding Education and Teaching, Workplace Applications, Internships, Summer Sessions, etc., and submit recommendations to the Senate.

e) To formulate and submit to the Senate proposals for organizing meetings under the “Training of Educators” program aimed at improving the quality of instruction at the University.

f) To review and submit recommendations to the Senate regarding the assignment of instructors, course load distributions, weekly class schedules, and proposed changes to these as part of the planning of education and teaching activities.

g) To determine the Academic Calendar in accordance with the recommendations of the academic units and submit it to the Senate,

ğ) To develop and implement surveys, assessments, and similar methods as part of measurement, evaluation, and self-evaluation processes related to the activities of academic units,

h) To prepare faculty evaluation surveys, ensure their implementation, and report the evaluation results,

ı) To monitor course files and report any deficiencies,

i) Evaluate assessment results and report them to the Quality and Accreditation Commission,

j) To provide guidance on and monitor the implementation of the Plan-Do-Check-Act (PDCA) cycle in educational processes,

k) Review and evaluate the university’s educational activities conducted under the Bologna Process; discuss recommendations regarding program competencies, learning outcomes, course information packages, ECTS, and workload applications; and submit opinions to the Senate.

l) To review and provide opinions on matters referred by the Rector’s Office.

CHAPTER THREE

Miscellaneous and Final Provisions

Cases Not Covered by This Directive

Article 7 -(1) In cases not covered by this Directive, the decisions of the Senate and the University Administrative Board shall apply.

Entry into Force

Article 8 -(1) This guideline enters into force on the date it is approved by the Senate.

Implementation

Article 9 -(1) The provisions of this guideline shall be enforced by the Rector of Konya Food and Agriculture University.
