He was born in Akyaka, Kars. He completed his primary, secondary and high school education in Akyaka and his undergraduate education at Selçuk University, Faculty of Economics and Administrative Sciences, Department of Public Administration. He did his master's studies in the field of Political and Social Sciences at Selçuk University and his doctoral studies in the field of Business, Management and Organization at the same university.
After working as a lecturer at Selçuk University, Karapınar Vocational School for a long time, he started to work as a lecturer at Kastamonu University Faculty of Economics and Administrative Sciences, Department of Political Science and Public Administration in 2013. In the same year, he worked as a guest lecturer at the University of Texas at Dallas, Naven Jindal School of Management. Since 2014, he has been the Head of K.Ü. Department of SBKY. He served as the director of K.Ü. Abana Sabahat-Mesut Yılmaz Vocational School and Çatalzeytin Vocational School.
He has many scientific books, articles and project studies on reform in public administration, political attitudes and behaviors, political institutions and structures, organizational and bureaucratic inefficiencies, efficiency of public services, etc.
Turan speaks English. He is married and has two children.
